Fischer is unincorporated, so Comal County is the authority, and the county doesn't issue general building permits. What it does require is an on-site sewage facility permit and — if any of the work sits in the regulatory floodplain — a Floodplain Development Permit from the County Engineer's Office. Near Canyon Lake that second one is worth checking early.
