Spicewood is unincorporated, so Travis County TNR is the authority. The county's Basic Development Permit covers man-made changes to real estate — grading and excavation included — which is worth confirming for a tank pad before anyone breaks ground.

Local conditions
Spicewood is unincorporated and spread thin, and utility service reaches very little of it. Most acreage here is on the Trinity, on collected rainwater, or on both. Lots are large and heavily treed, which is good for catchment and hard on conveyance, and it means the nearest help is rarely close by. Rainwater ends up as the primary supply on a lot of these properties for the simple reason that running a line to them was never realistic.
